Biography

Abulqosim Vazir was a poet and a leading statesman of the Khanate of Kokand; he died in 1848. He was born in Zohidon, one of the districts around Kokand, and belonged to the Durman clan. His father was one of the commanders of Norbo'tabiy. The vizier's given name was Abulqosim; “otaliq” was his title and rank — he served as vizier to Umarkhan and in practice governed the whole country. He resided in the citadel; Umarkhan's divan records the birth of his son, Muhammad Mazhar. He also had a younger brother who took the pen name Nojib. After him the vizierate passed to Yusuf Otaliq of the Kyrgyz, and the office came to be called “mingboshi”. Sources relate that in 1908, in Zohidon, an old man of about seventy named Mustafoqul Amin declared with pride in the courtyard of To'ra Eshon of Andijan: “My grandfather Abulqosim Otaliq was vizier to Umarkhan and governed the entire country.”
